Program Overview
The Prevent Epidemics program works closely with Ministries of Health and national public health institutes across Africa to strengthen epidemic preparedness capacity, accelerate disease detection and response, and use data effectively to inform action. In addition to direct partnership with governments, RTSL collaborates with a range of global, regional, and national partners including the World Health Organization, World Bank, Africa CDC, and civil society organizations to implement programs, prototype new innovations, and ensure sustainability through increased national ownership and domestic budget allocations.
RTSL is currently implementing the Collaborative Surveillance approach in multiple African countries. The organization leverages International Health Regulations measurement tools to enhance data collection and utilization across public health systems.
Role Description
As a Global Consultant for Data Use and Decision Science, you will play a pivotal role in strengthening how data is collected, analyzed, and utilized to inform health decision-making across partner countries. This position requires expertise in transforming raw health data into actionable insights that support epidemic preparedness, disease detection, and public health response strategies.
Key Responsibilities
- Develop and implement data use frameworks that support evidence-based decision-making in epidemic preparedness and response contexts
- Provide technical guidance to partner governments and health institutes on data collection, management, and analysis methodologies
- Support the design and rollout of surveillance systems that integrate data from multiple sources to enable real-time decision support
- Conduct assessments of existing data systems and identify gaps, barriers, and opportunities for improvement in data quality and utilization
- Collaborate with Ministries of Health, national public health institutes, and WHO to establish data governance frameworks and standard operating procedures
- Train health workers and data managers on effective data use practices and decision science principles
- Monitor and evaluate the impact of data use initiatives on epidemic preparedness outcomes
- Document lessons learned and contribute to knowledge products that advance global understanding of effective data use in public health
- Contribute to advocacy efforts demonstrating the value of data-driven decision-making in resource allocation and health system strengthening
Required Qualifications
- Advanced degree (Master's or PhD) in public health, epidemiology, data science, health informatics, or related field
- Minimum 5 years of professional experience in public health data systems, surveillance, or decision science
- Demonstrated expertise in translating complex data into actionable insights for health decision-makers
- Strong understanding of epidemic preparedness, disease surveillance, and public health response systems
- Experience working with low- and middle-income country health systems and government partners
- Proficiency in data analysis tools and statistical software (e.g., R, Python, SQL, Tableau, Power BI)
- Excellent communication skills with ability to engage diverse stakeholders from technical to executive levels
- Proven ability to work independently and manage multiple complex projects simultaneously
Preferred Qualifications
- Experience with International Health Regulations (IHR) implementation and measurement
- Knowledge of specific African health systems and epidemiological contexts
- Familiarity with collaborative surveillance approaches and interoperability standards
- Experience with health information systems (HIS) and electronic disease surveillance platforms
- Published work or presentations in data use, decision science, or public health surveillance
- Multi-language capabilities, particularly African languages
Work Environment
This is a fully remote position offering the flexibility to work from anywhere globally. The role may involve periodic travel to partner countries in Africa for in-person capacity building, site visits, and stakeholder engagement. You will work collaboratively with a distributed team of public health professionals, data scientists, and implementation specialists committed to saving lives through evidence-based action.
